Canada eTA for Filipinos: How to Travel to Canada Without a Full Visa in 2026
Most Filipinos assume that getting to Canada means a thick document folder, a VFS Global appointment, weeks of waiting, and a visa fee that hurts. In my case, it was like that. I applied for my Canada visa while traveling in Puerto Rico and had to do my biometrics there then I flew to Bogota, Colombia to get my passport stamped in 2019 - I got a 10 year visa but the hassle and cost me too much money to have it.
However, that assumption is no longer always true. Since June 6, 2023, eligible Filipinos can travel to Canada by air using an Electronic Travel Authorization - called an eTA - instead of a full visitor visa. The eTA costs CAD $7. It takes minutes to apply for online. And if you qualify, it is one of the easiest travel documents you will ever obtain.
The catch - and there is one - is that not every Filipino qualifies. This guide will tell you exactly who does, how to apply, and everything you need to know before your first flight to Canada under the eTA program.
What Is the Canada eTA?
An eTA - Electronic Travel Authorization - is a digital pre-travel screening requirement for travelers flying to or transiting through Canadian airports. It was first introduced by Canada in 2015 as a way to conduct light-touch screening of air travelers from visa-exempt countries before they board their flights.
The eTA is not a visa. It does not go into your passport as a sticker. It is linked electronically to your passport number and sits in a government database. When you check in for your flight, the airline verifies your eTA automatically. When you land at a Canadian airport, the border officer scans your passport and sees your authorization instantly.
For Filipinos, the eTA is significant because it bypasses the standard visitor visa process entirely - no embassy submission, no document folder, no weeks of waiting. If you qualify, you apply online, pay CAD $7, and most approvals arrive within minutes.
When Did the Philippines Get Access?
The Philippines was added to Canada's eTA program on June 6, 2023, as part of an expansion that included 13 additional countries. Canada's Immigration Minister Sean Fraser announced the change, noting that it would 'facilitate faster, easier and more affordable visits to Canada for up to six months, whether for business or leisure purposes.'
The Philippines joined Antigua and Barbuda, Argentina, Costa Rica, Morocco, Panama, Saint Kitts and Nevis, Saint Lucia, Saint Vincent and the Grenadines, Seychelles, Thailand, Trinidad and Tobago, and Uruguay in the expanded program. The data behind the decision was significant: over 466,000 temporary resident visas had been issued to Filipinos in the decade before the change - making Filipinos a well-established, low-risk traveler population in Canada's immigration system.
Who Qualifies for the Canada eTA as a Filipino?
This is the most important section. Unlike some countries whose citizens are automatically visa-exempt, Filipino eTA eligibility is conditional. You must meet ALL of the following requirements:
Condition 1: Travel History Requirement (meet ONE of these two)
You have held a Canadian visitor visa (temporary resident visa) at any point in the last 10 years. The visa does not need to be currently valid - just that Canada issued one to you within the past decade.
You currently hold a valid US non-immigrant visa (tourist B-2, student F-1, work H-1B, business B-1, or any other non-immigrant category). This visa must be valid on the day you apply for the eTA - but does not need to be valid when you actually travel to Canada.
Condition 2: Purpose of Visit
You must be traveling for a temporary stay - tourism, visiting family, business meetings, or transit. The eTA does not allow you to work or study in Canada. Maximum stay is normally up to 6 months per visit, at the discretion of the border officer upon arrival.
Condition 3: Air Travel Only
The eTA is only valid for travel by air. If you plan to arrive in Canada by land border, cruise ship, bus, or train, you still need a standard visitor visa regardless of your travel history. The eTA does not apply to any mode of entry other than flight.
IMPORTANT: If neither condition 1 applies to you — no Canadian visa in the past 10 years and no valid US non-immigrant visa — you must apply for a standard Canadian visitor visa through VFS Global in Manila or Cebu. The eTA pathway is not available to you yet.

How to Apply: Step by Step
The entire process takes under 10 minutes if you have your documents ready. Here is how to do it:
Go to the official Government of Canada website: canada.ca/en/immigration-refugees-citizenship/services/visit-canada/eta/apply.html - be careful to use only the official .gc.ca or .canada.ca website. There are many third-party sites that charge significantly more for the exact same application. The official fee is CAD $7.
Prepare what you need: Your valid Philippine passport, an email address, and a credit or debit card. If your eligibility is based on a US visa, have your US visa number ready. If based on a prior Canadian visa, have that visa number or your Unique Client Identifier (UCI).
Fill out the online form: Answer the eligibility screening questions first. If you do not qualify, the system will tell you immediately. If you do qualify, you will proceed to enter your passport details, travel history, employment information, contact details, and residential address. The form cannot be saved midway — have everything ready before you start.
Double-check every detail: Your name, passport number, and date of birth must match your passport exactly. Errors cannot be corrected after submission — you must submit a new application and pay CAD $7 again. Take your time on this step.
Pay CAD $7: Payment is processed immediately after completing the form. The fee is non-refundable even if your application is denied.
Check your email for the decision: Most applicants receive approval within minutes. Some applications are flagged for additional review and may take a few days. You will receive an email when a decision has been made. Your eTA will be linked electronically to your passport number — there is nothing to print or carry.
TIP: Apply for your eTA at least 72 hours before your flight, not the night before. While most approvals are instant, a small number of applications take longer. Do not risk missing your flight because you waited too long.
Critical: What Happens When You Renew Your Passport?
Your eTA is tied to the specific passport number you used when you applied. When your Philippine passport expires and you renew it, your existing eTA becomes invalid for your new passport. You must apply for a new eTA (another CAD $7) using your new passport number before your next flight to Canada. Do not assume your eTA transfers automatically - it does not. Airlines verify eTA status digitally at check-in. An eTA linked to an expired passport will result in denied boarding.
This is one of the most commonly missed details. Given that Philippine passports have a 10-year validity, this may not affect you for a while - but it is important to know before you travel.
At the Canadian Airport: What to Expect
Having an approved eTA does not guarantee entry to Canada. A border services officer will still review your case when you arrive. The eTA simply pre-clears you to board the flight - the final entry decision is made by the officer at the port of entry.
Prepare the following to present at the border:
Valid Philippine passport (the same one used to apply for the eTA)
Return or onward flight ticket - you can book our rent a flight.
Proof of accommodation (hotel booking or invitation letter from a host)
Proof of sufficient funds to support your stay (3-month bank statement or credit card)
Purpose of visit - be specific: tourism, visiting family, business meetings
Contact details of where you are staying in Canada
Be calm, honest, and specific at immigration. Know your answers before you land. Canadians border officers are professional and the process is generally smooth for well-prepared travelers — but having all your documents in order matters.
eTA vs Full Visitor Visa: Which One Do You Need?
If you qualify for the eTA, use it. The eTA is simpler, faster, and far cheaper than the standard visitor visa process. However, you need the full visitor visa in these situations:
You do not hold a valid US non-immigrant visa and have not had a Canadian visitor visa in the past 10 years
You are traveling to Canada by land, sea, bus, train, or cruise ship — the eTA only covers air travel
Your eTA application is denied and you still need to visit Canada
You plan to study or work in Canada — eTA only covers short-term tourism and business visits
The standard visitor visa is applied for through VFS Global in Manila (29th Floor, The World Center Building, 330 Sen. Gil J. Puyat Avenue, Makati City) or Cebu (7th Floor, Faustina Center, F. Cabahug Street, Cebu City). Processing typically takes 3 to 6 weeks and involves a document submission fee on top of the government visa fee.
One Important Timing Note About the US Visa Route
If your eligibility for the eTA is based on a valid US non-immigrant visa, that US visa must be valid on the day you submit your eTA application. It does not need to be valid when you actually travel to Canada — only when you apply.
This means: if you have a US visa that expires in two weeks and you want to use it to qualify for a Canada eTA, apply for the eTA today. Do not wait until the US visa expires. Once you have an approved eTA linked to your passport, the eTA remains valid for 5 years (or until your passport expires) — even if the US visa that qualified you has since lapsed.
If your US visa is expiring soon, apply for your Canada eTA now — before it expires. You can plan your Canada trip later. The eTA approval is what matters, and you only need the US visa to be valid at the time of that application.
